Held since 1992, this festival usually takes place during the last two weeks of November and the first week of December in the capital's cinemas, as one of the cultural projects created and sponsored by the city council. During the festival, the best foreign films are screened, and it is the best opportunity during the year to see the latest film productions from around the world, rather than just commercial films from the United States. (Films are also shown at Cinemark: Avenida Naciones Unidas y América.)
